市县政府推行权力清单制度问题研究

市县政府处在履行管理服务职能的第一线,推行权力清单制度势在必行,意义重大。市县政府推行权力清单制度应提高市县政府对权力清单的认识,加强组织领导和监督;重视顶层设计,推进权力清单的规范化、全面化;建立法律法规与兜底条款相配套的权力清单制度确定依据;完善市县政府推行权力清单制度的保障机制;引入地方人大审议机制,保证权力清单制度的稳定性和权威性;建立权力清单动态调整机制,实现权力清单的动态管理;权力清单的建立必须与责任清单结合起来,同步推进。

Being in the front line of performing the management services, city and country governments implementing the power list system is imperative and significant. It should focus on the following aspects： raise the governments′ awareness of the power list, strengthen organizational leadership and supervision;pay attention to the top-level design, promote the generalization and standardiza-tion of the power list; establish the basis of power list system of laws and regulations matching with fallback provisions; perfect the guarantee mechanism of city and country governments implementing the power list system;introduce the review mechanism of local peo-ple′s congresses, ensure the stability and authority of the power list system;build the dynamic adjustment mechanism of the power list;and achieve the dynamic management of it. The establishment of the power list must be combined with the list of responsibilities to be advanced simultaneously.
