关于基层协商民主建设的调查与思考

Investigation and Reflection on the Grassroots Consultative Democratic Construction

近些年来,基层协商民主建设虽然取得了明显成效,但在省级层面的顶层设计、协商主体民主协商意识和能力、基层协商民主平台搭建、基层协商民主程序完善、基层协商民主成果应用和落实等方面仍存在一些突出问题。其深层原因主要与民主传统缺失、法治保障匮乏、一些协商主体履职水平不高、基层协商民主制度和长效机制不健全等有关。要解决这些问题,必须切实加强党的领导,拓展基层协商民主的渠道,提高基层协商主体参与能力,健全基层协商民主制度,注重基层协商民主成果应用,营造协商民主的文化氛围。

In recent years, grassroots consultative democratic construction has made significant achievements. However, there are still some outstanding issues at the provincial level, such as top-level design, consultative democratic awareness and ability of the sub-ject, establishment of the platform, improvement of the program, as well as application and implementation of the outcomes. Its main underlying reasons are related to the following aspects：lack of democratic traditions and legal guarantees, level of work performance of consultative subject is not adequate, many grassroots consultative democratic system and long-term mechanism are not perfect, and so on. To solve these problems, we must strengthen the party′s leadership, expand channels of grassroots consultative democracy, enhance consultative subject′s capability of participation, improve grassroots consultative democratic system, pay attention to the application of the outcomes of grassroots consultative democracy, and create a cultural atmosphere of consultative democracy.
