城镇化进程中乡村治理的结构性调适

The Structural Adjustment of Rural Governance in the Process of Urbanization

我国现行的乡村治理结构是"乡政村治",基本符合我国国情。然而,随着城镇化战略的提出及实施,这一治理结构的不适应性也越发明显。由此,改革这种乡村治理结构就显得尤为重要和迫切。构建一种"镇政、乡撤、村派、组治"的新型治理结构,有利于更好地服务于新型城镇化进程的推进。但构建这种新的治理结构需要解决好四个方面的问题,即法理依据问题、人员安置问题、财政负担与来源问题、"村派"机构与"组治"之间的关系问题。

China′s current rural governance structure is＂township government and villager governance＂, it is in line with China′s national conditions. However, its inadaptability is more apparent with the proposal and implementation of the urbanization strategy. Thus, the rural governance structure needs to be reformed urgently. The paper argues that we should build a＂town government, town-ship withdrawn, village sent, group governance＂ model of rural governance structure to better serve and promote the process of urbani-zation. But it needs to solve the following four problems, namely legal basis, personnel placement, financial burden, capital source, and relationship between ＂village sent＂ and ＂group governance＂ .
