An Analysis of the Path of Economic Transformation

文章在回顾经济转型理论与事实的基础上,通过分析中国目前经济增长遇到的困境,借鉴新卡尔多事实的相关理论,提出了要使中国经济再上新台阶,从"十三五"开始必须进行经济转型。转型的基本路径是:首先,合理确定政府的定位,使其从经济增长的带领者转化为发动者,从前台走向幕后;其次,进行财税制度改革,适应中国经济增长新阶段,使税制由工业化阶段的间接税制逐步过渡到城市化阶段所要求的直接税制;第三,进一步完善市场竞争环境,通过价格制度改革、事业单位改革等形成新的经济增长点,真正使创新和人力资本在经济增长中发挥更大作用。

Based on a review of the theories and facts concerning economic transformation, through an analysis of the difficulties in China＇s current economic growth, and referring to the new Kaldor＇s facts, this paper suggests that in order to make China＇s economy enter into a new level, it is necessary to carry out the economic transformation since the 13th Five Year. The basic path of transformation is as follows： Firstly, assign the government proper role, making the government act as the motivator instead of the leader of economic growth, and making it move backstage from the front desk; Secondly, conduct the fiscal and taxation system reform to adapt to the new stage of China＇s economic growth, and to make the tax system gradually transformed into the direct tax system required in urbanization stage from the indirect tax system in industrialization stage; Thirdly, improve the market competition environment further, develop new economic growth point through reforming the price system and public institutions, and make innovation and human capital play bigger roles in the economic growth.
