大凌河水资源分配研究

水资源匮乏与分配不均将导致流域干旱。近年来环境日益恶化,地表水污染愈发严重,由于地下水过度开采、水利基础设施不健全,水资源利用问题日益突出,严重影响了流域经济发展。对水资源进行合理配置,明确水资源权属成为当前水资源分配的关键。本文以辽宁省旱灾较严重的大凌河流域为例,简要介绍了大凌河流域水资源分配的基本情况,简述了水资源分配的方法,并利用层次分析法对大凌河流域各主要城市的水权进行了分配,得出相应结论,针对结论提出补充建议,为水资源的合理开发利用提供依据。

The scarcity and uneven of water resource allocation will result in arid area.Recently,the economic development of the river basin is seriously restricted due to many factors such as deteriorating environment,heavy-polluted surface water,excessive exploitation of groundwater,imperfect water conservancy facilities and water resource utilization.The key point of water resource allocation is the rational assignment and distinct ownership.In this paper,by example of the severe drought Daling River basin located in Liaoning Province,the Daling River basin was briefly introduced and the water resource allocation ways were produced,the major city＇s water rights was distributed by the analytic hierarchy process（AHP）.Based on the above,the appropriate conclusions were drawn and the additional suggestion was given meanwhile.The conclusions can provide an important basis for the rational development of water resources utilization.
