中国政府不良行政成本偏高的制度思考——对我国公务人员公费旅游的反思

Thinking on the High Undesirable Administrative Costs of Chinese Government——Reflection on the Junket of Public Servants in China

行政成本所内含的国家与社会、政府与公民关系决定了其在公共事务中的重要意义,行政成本合理与否将直接关系到政府的公信力以及政权的合法性。文章将行政成本分为"必须行政成本"和"不良行政成本",从我国现行公务人员外出学习考察体制的制度缺陷着手,对不良行政成本偏高的原因进行深层次的反思,探寻降低行政成本,提高行政效率的制度上的解法。

The relationship between state and society,government and citizen reflected in the administrative costs determines its significance in public affairs. Whether the administrative costs is reasonable or not is directly related to the credibility of the government as well as the legitimacy of the regime. This study divides the administrative costs into＂necessary administrative costs＂and＂undesirable administrative costs＂,starts from the defects of the current system of public servants out learning in our country,has deep reflection on the cause of the high undesirable administrative costs and explore the solutions in terms of system to reduce the administrative costs and improve administrative efficiency.
