摘要
高校内部质量保障体系建设不仅是一个制度建设的过程,也是一个文化建设的过程。对S大学制度和文化层面的内部质量保障体系状态进行实证调研发现,有效的内部质量保障制度建设促进质量文化的生成,高校内部自治程度影响质量文化的形成,质量保障工具的实施过程凝聚质量文化,质量保障模式体现质量文化的特色。建议高校在未来应改进教师评价制度,明确教学在质量建设中的核心地位;强化质量信息共享与反馈机制,扩大师生的知情权、参与权;强化以人为本的质量管理理念,促进质量保障从技术理性向人文理性的回归;开展高等学校质量保障宣讲和培训,推动质量保障由制度规制向文化自觉转变。
Internal quality assurance system is not only a process of institutional construction, but also a process of cultural construction. In this paper, through an empirical research on the construction and implementation of the quality assurance system from the institutional level and the cultural level is S University,the authors have found that effective internal quality assurance system construction promote the generation of quality culture, internal autonomy affects the construction of quality culture, the implementation of quality assurance tools to gather quality culture and the quality assurance model reflects the characteristics of quality culture. It is suggested that the faculty evaluation system should be improved in the future to formulate the core position of teaching evaluation in the quality assurance system; strengthening the quality information sharing and feedback mechanism to expand the students and employees' right to know and to participate in; strengthening people-oriented management philosophy and promoting the return of quality assurance from the technical rationality to the humanistic reason; carrying out the propaganda and training of the quality assurance of higher education, change the quality guarantee system from the institutional regulation to the cultural consciousness.
