Theoretical Framework and Model Selection of“China Model”in Higher Education Hierarchical Governance

分层治理是当前国内高等教育改革发展的核心问题。"中国模式"的崛起呼唤与之匹配的高等教育治理体系,在中国进入全面深化改革时代的语境下,高等教育治理应从单一的治理结构向分层的治理结构转型,打破单一治理形态困局,建构高等教育分层治理的理论框架,依据不同主体的功能定位,建构"自主型"、"均衡型"、"渗透型"等多样化的高等教育治理模式。

Hierarchical governance is the core issue in current revolution and development of China＇ s higher education. The rise of ＂China Model＂ calls for corresponding higher education governance system. In the context of China＇s deepening reform in an all-round way, the single structure of higher education governance should be transformed to a hierarchical pattern in order to break the awkward situation caused by single governance, to construct the theoretical framework of hierarchical governance in higher education,and to construct a diversified ＂autonomous＂, ＂balanced＂ and ＂permeable＂ higher education governance model in accordance with the functional orientation of different subjects.
