改革开放以来我国职业教育发展的政策工具

Policy Instrument Research in Chinese Vocational Education Development since the Reform and Opening-up

改革开放以来,政策工具的运用在职业教育的发展中发挥了重要作用。通过对1991-2014年四份重要政策文本进行内容分析可以看出,职业教育改革发展的政策工具具有以下特征:政策工具由单一向多元化转变,政策工具箱仍需丰富;强制性政策工具为主,自愿性和混合性政策工具需加强使用;伴随社会主义市场经济体制建设,积极拓展市场工具的使用;职业教育政策价值取向长期偏颇,鼓励号召、舆论宣传等政策工具效果不明显。

Policy instrument application has played an important role in the development of Chinese vocational education since the reform and opening-up. The application of policy instruments in Chinese vocational education has shown the following features through content analysis of four important policy texts from 1991 to 2014. Firstly, policy instrument has been evolved from unitary to diverse. Secondly, mandatory policy instrument has been mainly used. Thirdly, market policy instrument has been expanded along with the construction of socialist market economic system. Fourthly, the effect of the call and propaganda policy instrument isn＇ t obvious.
