我国民办高等教育政策的演变逻辑与未来走向

The Evolution Logic and Future Trends of Policy of Non-governmental Higher Education in China

改革开放以来,我国民办高等教育政策经历滥觞与起步、推进与发展、拓展与延伸和调适与深化四个阶段。在这一演变历程中,民办高等教育政策形成的动力机制、政策目标的价值取向和政策执行的过程保障有着自身的演变逻辑。这一政策的未来走向将是回归教育的公益性、政府放权与民办高校赋权、强化外部监督与评估、促进和维护教育公平,从而形成后大众化时期民办高等教育政策的新框架。

Since the reform and opening up, the policy of Chinese non-governmental higher education has experienced four steps：initiation, boosting, extending and adjustment. During this process, dynamic mechanism of policy formation, value orientation of policy objective and effectiveness of policy implementation have their own evolution logic. The future trends of Chinese non-governmental higher education policy will be： returning of educational public welfare, government＇s decentralization and non-governmental institutions＇ empowerment,intensifying external supervision and evaluation and promoting and preserving education equity. Thus, a new policy framework will be formulated in the post-massification period.
