摘要
甲午战争以后,北洋舰队几乎全军覆灭,仅存"康济"一艘练习舰,中国北方海防门户大开。当此之时,王文韶接任直隶总督兼北洋大臣,着手规复北洋舰队、陆域要塞炮台工程建设以及人才储备等,终使北洋舰队于王文韶离任时,超越南洋、福建等海军舰队,再次成为中国第一海军舰队。王文韶出任直隶总督四年多,致力于北洋海军的重建,并使之再具规模,在一定程度上弥补了北方海防门户大开的尴尬局面,填补了北方海防的真空状态,并为海军的进一步发展奠定了基础。甲午战后,中国海军虽困难重重,发展缓慢,但却从未止步。
After the Sino- Japanese War of 1894- 1895,Beiyang Fleet was nearly completely annihilated,and only the practicing ship"Kangji"was existed. The coastal defence of north China was fully exposed. At that time,Wang Wenshao took the post of Zhili governor and Beiyang minister. Then he began to rehabilitate the Beiyang Fleet,constructe the batteries on land area,reserve talents and so on. Eventually the Beiyang Fleet surpassed Nanyang Fleet and Fujian Fleet,and became the strongest fleet in China again when Wang Wenshao left his post. Wang Wenshao had been the Governor of Zhili for more than four years. During that period,he dedicated himself to the reconstruction of the Beiyang Navy. To some extent,what he did remedied the embarrassing situation of the entirely unfenced defense of the northern coastal,filled the vacuum state of the Beiyang coastal defense,and laid the groundwork for the further development of the navy. After the Sino- Japanese War of 1894- 1895,the Chinese navy developed slowly and faced with many difficulties,however it never stopped.
