本文通过分析中老陆路磨憨口岸进出境植物检验检疫监管存在的问题与困难,创造性地提出了以检疫监管、安全监测和质量监控有机结合的"三监"管理新模式,通过在勐腊出入境检验检疫局的试点,新模式不仅有效地解决了勐腊口岸进出境植物检验检疫监管难题,还取得了较好的检验检疫监管效果。

The paper analyses the situations and the main problems on the plant inspection and quarantine supervision in the Mohan port of Yunnan Province. Mengla CIQ has creatively come up with the ＂three regulatory models＂ of quarantine supervision, security monitoring and quality control. Utilizing the new regulatory model can effectively solve the problem of the imported plant inspection and quarantine supervision in the Mohan port, and obtain better results.
