摘要
2011年,英国政府推出《开放公共服务改革》白皮书,明确阐述了公共服务改革的原则、内容和做法。这套话语体系时至今日已实行5年之久,其是否跳出了英国传统治理模式的怪圈值得跟踪研究。本文在"路径依赖"分析的基础上,指出由于受传统中央集权主义的影响,其所构建的话语体系在执行层面仍未跳出"混合国家"的中央集权主义治理模式,并提出对于中国公共服务社会化改革所具有的借鉴价值。
The British Government issued a white paper of Open Public Service Reform that clarifies the disciplines,contents and proposals of reforming the public service.The discourse of reform has been carried out five years since its publication,it is academically intriguing to analyze whether it diverted from the traditional governing model.From the perspective of path dependency’theory,the paper points out that due to the deep influence of traditional centralism’,the discourse isnt away from traditional centralism governance at the implementation level.The paper also gives some enlightenments to the current Chinese public service reform.
