The Framework of UK Open Public Service Reform and its Insights——Based on the Analysis of Open Public Services White Paper Published by the Cameron Government

摘要英国卡梅伦政府于2011年颁布了《开放公共服务白皮书》,开启了全新的政府"开放公共服务"时代。《白皮书》在五大原则的指导下,将公共服务分为个人服务、社区服务和委托服务三类,并陆续出台了配套的制度和实施方案,构建了一个较为完善的开放公共服务改革框架。在我国进行公共服务改革过程中,可以借鉴英国的经验,进一步发挥市场主导、转变政府职能、完善配套制度。 The Cameron Government published Open Public Services White Paper in 2011 and starts the open public service stage in UK.Throughout this paper,public services are divided into individual services,neighbourhood services and commissioned services in line with the 5 principles（choice,decentralization,diversity,fairness,accountability）,support systems are developed,and a complete framework for public service reform was established.The strengthening of market- oriented role,the transformation of government functions,and the improvement of supporting system are the main characteristics of public service reform in UK,which also provides insights for public service reform in China.
