摘要
当下,要办好中国的大学,必须深入推进行政管理改革,而目前困扰中国大学的关键问题就是行政机构和行政人员的膨胀以及广受诟病的"行政化",因而行政管理改革的两个核心也正是精简机构和"去行政化"。"去行政化"的关键步骤是去掉大学里各级领导的行政级别,并实现学者主导学术与学术管理。精简行政机构,不仅要严格控制机构和行政人员数量,更要推动形成服务于教学与学术的行政文化,建立起一种"小行政大学堂"的局面。就大学来讲,管理改革的另一个主题就是深化人事制度改革。大学人事制度改革的目的在于建立一支高水平的师资队伍,要达到这个目的就要勇于实行人才的"来去自由"政策,让人才发自内心地留校工作,当然这需要为人才创设一个良好的制度与工作环境。从一定意义上说,留下了人才也就意味着开辟了学校建设亟需的财路,因此要树立"财从才来"的办学理念和人才理念。

To simplify administrative machinery, it' s necessary to strictly control the numbers of ad-ministrative machinery and staff, but more important to propel to form the administrative culture serving for teach-ing and academy, forming the situation of "elite administration for a big academy" As for universities, anothertopic in administrative reform is to deepen the reform in personnel system with the objective to set up a high-levelfaculty, while to achieve this goal, it needs bravery to employ the "freedom to movement" policy, making thetalents stay and work in the university from the heart. Of course it' s necessary to offer a nice system and workingenvironment. In a certain sense, it means that an economic opportunity has opened up if the talents stay, there-fore, we need to establish the idea of "money comes from talents" to run universities and manage talents.
