无证小型船舶边防治安管理初探

A Preliminary Study of the Public Security Frontier Departments' Management on Unlicensed Small Vessels

当前,因为船舶检验登记手续繁琐、群众接受管理意识薄弱、建造简单、需求量大等原因,无证小型船舶在我国沿海地区大量存在。公安边防部门在进行管理时主要遇到政策不清、管理责任难划分、无证船舶多作业性质多样、管辖归属难认定以及存在现实需要、清理取缔难、治安隐患多、管理难度大四个方面等问题。在承认和尊重既定现实基础上,公安边防部门应当重点在督促办证、协调挂牌、明确职责、做好本职、加强管理、靠前服务等方面下功夫,积极探索解决制约无证船舶边防治安管理的瓶颈问题,创新工作方法,提升管理成效。

Currently, a large number of unlicensed small vessels appear in coastal areas of China for the reasons such as the procedures for vessel registration and inspection are complicated, people＇s awareness of accepting supervision is weak, small vessels are easy to be built and are in great demand. Public security frontier departments＇ management on the unlicensed small vessels is confronted with the difficulties in four aspects： policies and management responsibilities are indistinct; the unlicensed vessels have multiple functions and properties, which have caused confusions to the regulatory authorities; the great practical needs bring about difficulties for cleaning up and banning the unlicensed vessels; hidden security risks have increased the difficulties in management. Based on the reality, the public security frontier departments should make efforts to supervise the vessel owners to go through required formalities, clarify the responsibilities, fulfill the supervisory duties, strengthen the management and provide down-to-earth service for the vessel owners in need. In addition, it＇s imperative for the public security frontier departments to actively seek solutions to the bottleneck problems in the management on unlicensed small vessels, innovate working methods and improve management results.
