工程总承包是国际工程建设的主流模式,是我国工程建设的发展趋势,在当前"一带一路"的大环境下更有重大的意义。但实际中仍存在很多急需解决问题,制约了其发展。本文分析了其中几个问题,提出只有不断调整制度、观念和流程,才能充分发挥工程总承包模式的优点,实现项目的双赢甚至多赢。

EPC（Engineering Procurement Construction） is the mainstream pattern of international engineering construction.It is the development trend of engineering construction in our country.Under the circumstances of One Belt And One Road（OBAOR）,EPC is more significant.But there are still many urgent problems in the actual,restricting its development.Through the analysis of these problems,this article put forward that in order to play the advantages of EPC and achieve a win-win situation,the regime,concepts and processes should be adjusted continuously.
