吴忠市粮食生产能力提升及战略储备应对对策

Wuzhong Grain Production Capacity and Strategic Reservation Improvement

主要对宁夏吴忠市现有耕地资源、水资源总量及构成、农业结构及粮食生产水平、主要优势粮食作物等农业发展现状进行了概括性阐述。按照吴忠市现有人口及人口自然增长率的数学模型,对中长期粮食需要量进行了预估,进而提出了把主推粮食作物良种放在首位、加大中低产田升级改造、提升吨粮千方水应用能力、加大非农用地复垦力度、提倡粮油高产创建、提升农业科技能力、加强农技推广服务体系建设、推行土地流转与集约化经营等提高粮食生产能力的对策。同时,为了确保粮食安全储备,提出了将耕地保护制度严格落实到位,确保红线、认真落实耕地保护共同责任制和耕地管理办法,严把粮食应急预案,保障粮食储备能力等应对对策。

Current agricultural development situation including cultivated land resource, Total amount of water resources and composition, agricultural structure and grain production capacity, and main major crops of Wuzhong city are mentioned in this paper. This paper, based on current municipal population and natural population growth rate mathematics model, tries to estimate medium and long-term grain demand, and puts forward suggestions on improving grain production capacity such as putting major crops top priority, upgrading medium and low-yield field, improving tonnage grain per thousand square water application, enhancing non-farming land reclamation, advocating high yield of grain, enhancing agricultural technology, building agricultural technology promotion system, and advocating land circulation and intensive management. In the mean time, in order to make sure of grain security reserve, this paper also puts forward suggestions including implementing cultivated land protection system, cultivated land protection co-responsibility system and arable land management measures strictly, ensuring the 180 million mu of arable land, making grain emergency plan strictly, and ensuring grain reservation capability.
