In the 21 st century, under the influence of skills crisis and ＂Pathways to Prosperity＂ thought, ex- panding career education, improving career education and improving general education became the current in American secondary education system. With the promotion of ＂college-employer cooperative programs＂, strength- ening skills-based education process flourishes in community colleges. Our country＇s modern vocational educa- tion system can benefit from these experiences.
