在党中央和各级政府的高度重视下,我国政府决策咨询机制已取得了初步成效,形成了以官方半官方咨询机构为主,民办咨询机构为辅的咨询系统。它们在政府应对公共事务问题进行决策时体现日益重要的作用。然而,我国政府决策咨询机构也呈现出急速发展与隐忧重重两相交织的状态,特别是重复建设、资源浪费的现象逐渐成为制约决策咨询健康发展的瓶颈之一。我国应积极推动政府决策咨询的市场化;加强对跨学科研究方法的重视;完善决策咨询评估机制和绩效评估机制,从而更好地为党和政府提供决策咨询服务。

Because of the high attention of the Central Committee of the CPC and the government at all levels, the government deci-sion-making consultation system has achieved initial success. China has formed a consultation system, which is based on the official and semiofficial advisory body, and the supplementary of the private advisory body. They play a more and more important role in the govern-ment＇s decision to deal with the public affairs. However, in recent years the advisory body of government decision-making is increasingly showing a rapid development and malaise two-phase mixed state. The phenomenon of redundant construction and waste of resources has gradually become one of the bottlenecks restricting the healthy development of decision-making consultation. In order to better serve the party and the government decision-making, China should actively promote the government decision-making consultation market,strengthen the research method of cross discipline, improve the decision-making consultation evaluation mechanism and performance e-valuation mechanism.
