Optimation of Public Service Transformation: An Analysis Based on Structural Functionalism

随着社会经济的日益发展,民众对公共服务的数量和质量都有了更高的要求,但政府在提高公共服务水平上的作为十分有限。与此同时,社会组织正强力崛起,为政府公共服务职能转移提供了可能性。由社会组织来生产公共服务,不仅有利于节省成本,而且还能大大提升公共服务的提供效率。通过明确政府与社会组织在公共服务中的关系、活动范围;强化政府责任,加强政府对社会组织公共服务的监管;加强对社会组织公共服务水平的评估,可以大大优化政府公共服务职能的转移。

The rapid social and economic development causes people to demand more and better public service which,unfortunately,the government has done little to improve. The rise of social organizations makes it possible to transform the functions of government as they are able to provide public service at lower cost and higher efficiency. To optimize public service transformation,we need to work out the scope of and relationship between government and social organizations in service delivery,and strengthen government supervision and social evaluation of the public service provided by social organizations.
