经济新常态下,长株潭地区发展低碳经济机遇与挑战并存。宏观政策、区位、资源等优势和其他基础条件为低碳经济发展提供了良好机遇,而经济发展方式、产业结构、环境污染、制度保障和技术水平等方面又提出了挑战。经济新常态下,长株潭地区发展低碳经济应合理布局低碳产业、优化升级产业结构、创新低碳技术、优化创业环境和完善制度保障。

In the new normal,development of low-carbon economy in Changsha-Zhuzhou-Xiangtan District has encountered both opportunities and challenges. While opportunities are provided by the favorable macroeconomic policies,advantageous geographical position,rich resources,and other basic conditions,challenges are presented by the current development mode,industrial structure,environmental pollution,inadequate institutional guarantee,and the slow pace of technological innovation. To develop low-carbon economy of the district in the new normal,we should focus on arranging low-carbon industries in a reasonable fashion,upgrading industrial structure,innovating low-carbon technology,optimizing entrepreneurial environment,and improving the institutional guarantee.
