On Urban Forest Management and System Innovation

城市森林是重要的社会资源,具有公共性、公益性和非营利性特征。我国现行的城市森林管理存在以下问题:管理理念陈旧,职责划分欠明确;法制规则不健全,管理效率低下。应通过推进专项立法程序、实施公共财政补贴、建立多方管理机制等途径有效创新城市森林管理规制,实现城市森林的有效保护和永续利用。

Urban forests are an important social resource of public,commonweal and non-profitable character. Factors resulting in the current inefficient management of urban forest include outdated management philosophy,unclear roles and responsibilities of managers,and incomplete laws and regulations. For better protection and sustainable development of urban forests,efforts must be made to innovate management through promoting special legislation,providing financial subsidies,and establishing a multi-management mechanism.
