新型城镇化进程中我国土地征收补偿制度省思——基于失地农民城市融入的视角

The System of Land Requisition Compensation in the Process of New Urbanization in China—From the Perspective of Urban Integration of Land Lost Farmers

我国征地补偿制度设计着眼于对被征地农民原来生活水平的恢复,提倡"一次性"金钱补偿,这种模式遮蔽了被征地农民的发展权需求,易引发征地补偿矛盾。在新型城镇化稳步推进的时代背景下,从失地农民城市融入的角度审视我国征地补偿制度,建构"人地统筹"的征地补偿制度改革方案,是化解征地补偿矛盾的有效路径。

The system design of China＇s land requisition compensation focuses on the recovery of the original living standard of land acquisition farmers, and promotes the ＂one-time＂ money compensation, this model which neglects the demand of the development of the landless peasants, easily leads to land acquisition compensation contradiction. Under the background of the new urbanization, it is the effective way to resolve the contradiction of land requisition compensation, which we should construct the ＂people-land integration＂ reform scheme of land acquisition compensation based on the rethinking land requisition compensation system from the perspective of land lost farmers into the city.
