The message of the President His Highness Sheikh Khalifa bin Zayed Al Nahyan to His Highness Sheikh Mohammed bin Rashid Al Maktoum,Vice-President and Prime Minister of the UAE and Ruler of Dubai,on the occasion of the10 th anniversary of his accession day says, 'My brother His Highness Sheikh Mohammed bin Rashid Al Maktoum has completed ten years of ruling and leading a rational and sophisticated government,one of the most advanced and efficient governments in managing its services,with the testimony of prestigious international organisations.During ten years,he also established transparent systems of government administration in performance and quality standards,smart services,and establishing programmes to prepare future generations of human cadres.' Sharing his vision for the future of Dubai in 2021,HH Sheikh Mohammed launched the strategic Dubai Plan2021.The framework of the plan defines and describes Dubai in the year 2021:a city of happy,creative and empowered people;an inclusive and cohesive society;the preferred place to live,work and visit;a smart and sustainable city;a pivotal hub in the global economy;and a pioneering and excellent government.
