我国数字海堤工程建设设想

Imagination of digital seawall engineering construction in China

在沿海城市化进程加快、水利防洪减灾现代化与信息化的新形势下,进行数字海堤工程建设是必要的。本文认为数字海堤工程是包括海堤、护滩工程、挡潮闸和穿(跨)堤等工程在内的一个整体,才能构建沿海防洪减灾体系。在此基础上进一步探讨了数字海堤工程编码,提出与国家行政区划编码并行的参考编码方法。最后对数字海堤的基本框架提出设计的总体思路。

Under the new situation of coastal urbanization acceleration, modernization and informationization of flood prevention and disaster mitigation in water conservancy, it is necessary to construct the digital seawall project. The paper considers that digital seawall project is an integral whole consisting of seawall, shoal protection works, tide gate and crossing（spanning）-dyke project to forming the coastal flood prevention and disaster mitigation system. Based on this, the paper further probes into the digital seawall engineering code, puts forward the coding method paralleling to the national administrative division code for reference. Finally, the overall design thinking of basic framework of digital seawall has been put forward.
