面对突发的暴雨洪涝事件,传统的应急管理显得滞后僵硬,难以实现对事件的快速响应,时效性相对较差。针对上述问题,基于综合集成平台,结合暴雨洪涝事件应急管理这一应用主题,采用网格、中间件、Web Service等技术,构建集监测预警、应急处置、防汛模拟演练为一体的防汛应急管理体系,能够快速、灵活地应对处置突发暴雨洪涝事件,为相关部门提供全面的数据、信息和决策服务,以期为防汛应急工作提供借鉴。

Facing sudden rainstorms and flood events, traditional emergency management lags, is stiff and difficult to achieve fast response to events. And timeliness is relatively poor. To solve these problems, based on the integration platform, combined with the application of rainstorm and flood emergency management theme, the technology of grid, middleware, and web service technology are used to build flood control and emergency management system which composes by a set of monitoring and early warning, emergency response, flood simulation exercise. It can deal with sudden rainstorm flood events fast and flexibly, provide comprehensive data, information and policy services for the relevant departments, and provide reference to the flood control and emergency work.
