基于农村社区发展的苏北农业生态补偿情况调研及完善对策

Survey of Compensation for Agro-Ecology in Northern Jiangsu Based on Rural Community Development and the Improvement Strategy

针对目前苏北地区实施的农作物秸秆综合利用、农作物秸秆机械化还田、耕地质量监测、测土配方施肥等农业生态补偿项目,本研究在对其实施现状进行调研分析的基础上,基于苏北农村社区发展对该区域农业生态补偿民众认知现状也进行了调研评析,发现当前农民对农业生态补偿认知度不够、农村社区在农业生态补偿中的作用发挥有限、农业生态环境问题改善力度不大、农民维护自身农业生态补偿权利的意识较弱。为此,应从完善农业生态补偿的资金投入机制、构建以社区为载体的农业生态补偿模式、建立社会化监督评估机制促使农业生态补偿健康长效等方面完善苏北农业生态补偿机制。

The study investigates the compensation for agro-ecology projects in northern Jiangsu province, including the comprehensive utilization of crop straw, crop straw returning to field by machine, quality monitoring of cultivated land, and testing the soil for formulating fertilization. Based on the survey of the situation, the study analyzes the public acknowledgement and finds out that rural residents do not understand agro-ecology well, rural community plays limited part in compensating for agro-ecology, ecological environment for agriculture makes little improvement and farmers＇ awareness for protecting their own right in agro-ecology compensation is weak. In this connection,the compensation mechanism could be improved by sounding the investment system, building a compensation model based in rural communities, and establishing socialized supervision and evaluation system.
