大学治理体系的认识与建构

On the Cognition and Construction of University Governance System

推进大学治理现代化建设,是我国提升高等教育质量、建设世界一流大学的客观要求。要建构现代化的大学治理体系,首先要形成关于大学治理的正确认知,确立大学治理体系建设的新范式。对我国而言,就是要突破传统的一元化大学管理模式,建构利益相关者共同参与的治理体系。厘清以大学为中心的相关主体间的权责关系是我国优化大学治理结构的本质。只有在治理范式下,才能够在深化高校综合改革中建立起符合大学运行规律和我国国情的大学治理体系。

To improve the construction of university governance modernization is the objective requirement, from which we may increase the higher education quality and establish the world-class university. Before con-structing the modern university governance system,we must form the right cognition of university governance and establish the new paradigm of governance system,which is to break through the traditional mode of the central-ized university management and set up the governance system participated jointly by stakeholders. Clarifying the university-centered authority-responsibility relationship among the related bodies is the essence to optimize our u-niversity governance structure. Only under the governance paradigm can we construct our university governance system and deepen the comprehensive university reform,and that is accorded with the university operating rules and our national situation.
