区域高水平大学建设是当前区域高等教育发展的一项重要行动。就概念而言,区域高水平大学具有相对性、范围指定性、总体水平性、多样性和文化性等内涵;就理论和实践而言,区域高水平大学具有理论合理性和现实可能性;就建设内容而言,理念形塑、校长选用、制度建设、文化养成、对外合作是区域高水平大学建设的重点;就建设方略而言,自上而下与自下而上、由内到外与由外到内、独立发展与联合发展、区域内—外融合发展是区域高水平大学建设的应为之策。

Regional high-level university construction is very important in regional higher education develop-ment. In terms of concept,it has relativity,specific scope,overall level,diversity and culture connotation. A-bout the theory and practice,regional high-level university has theoretical rationality and realistic possibility;as to the construction content,the concept shaping,the principal selection,system construction,culture cultivation and international cooperation are focuses. As far as the construction plan is concerned,the development from top to bottom and from bottom to top,from inside to outside and from outside to inside,independent development and joint development,as well as the integrative developments in and out of the area should be strategies for the regional high-level university construction.
