岭南—北部湾地区公共服务水平研究

On the Public Service Level of Lingnan-Beibu Gulf Region

岭南—北部湾地区是涵盖粤桂琼三省区的协作区。公共服务水平是衡量地区竞争力的重要因素。衡量区域公共服务水平应采用以基础性公共服务、经济性公共服务、社会性公共服务等3个一级指标为基础、9个二级指标和31个三级指标为框架的公共服务水平指标体系。本文以多层因子分析和聚类分析方法对岭南—北部湾地区的公共服务水平进行了定量评估,研究发现,岭南—北部湾地区的公共服务发展水平呈现出不均衡态势,并相应提出了发展战略建议,以期提升区域公共服务综合水平。

Lingnan-Beibu Gulf region is a cooperative area covering Guangdong,Guangxi and Hainan.The public service level is an important factor to measure the region's competitiveness.Judging its public service level should apply the 3indicators of first level-basic public services,economic public services and social public services,9indicators of the second level and 31 indicators of the third level as framework.This paper,taking aquantitative assessment to the public service level in Lingnan-Beibu Gulf region by using multi-factor analysis and cluster analysis,found that the public service level in this region was uneven.Accordingly,strategic proposals for development are proposed to enhance the regional comprehensive level of public services.
