金融服务均衡化:浙江“十三五”金融发展的前瞻性思考

金融服务均衡化是遵循市场化原则、坚持平等性导向和构建制度化体系三者的统一。浙江推进金融服务均衡化的总体战略是以金融"双转型"应对经济"新常态"。通过提升金融服务产业价值链、空间价值链和体制价值链,打造价值链金融;挖掘潜在客户、优化商业模式和管理金融风险,打造大数据金融。优先发展产业化金融和地方性金融,重点支持"彩色金融"、互联网金融和政策性金融,优化地方金融结构、树立地方金融品牌、打造地方金融平台;以金融制度化规范金融均衡化,以系统指标评价引导金融服务均衡,以体制配套改革优化金融生态。

Financial services equalization is following the unification of market-oriented principle, equality guidanceand systematic institutionalization. The overall strategy of promoting Zhejiang financial services equalization based on fi-nancial ＂double transformation＂ in the face of the ＂New Normal＂. Specifically, high-valued chain finance should beachieved through raising industrial, spatial and system value chain in financial services; big data financial service throughdata-mining of potential customers, optimizing the business models and managing financial risks. It should be a priority todevelop industrial and local finance, supporting ＂colorful finance＂, internet finance and policy-based finance, optimizingthe financial structure, local financial service brand and local financial platform, enhancing financial equalization and opti-mizing the financial ecological by financial institutionalization under the direction of financial services index along withsupporting reforms.
