摘要
为促进农业保险普遍可得、农民可支付和保险公司的经济可持续,美国基于农业保险费用构成理论,形成以针对农民的保费补贴和针对保险公司的经营管理费补贴为主体,以再保险支持为核心的双向财政补贴机制。该机制提高参保率,保障农业保险良性循环,但会带来财政支出压力变大,转移效率偏低等问题。总结美国经验,为创新优化我国农业保险补贴制度提供借鉴。
In order to nomic viability, and on pro the mote agricultural insurance＇s universal access,farmers＇ affordabilityand insurer＇s ecobasis of the agricultural insurance fee structure theory, the United States has formeda bidirectional fiscal subsidy mechanism with premium subsidy for farmers and management fee subsidy for insurance companies as the main feature, and with reinsurance support as the core. This mechanism can improve agricultural insurance participation rates, ensure the virtuous cycles of agricultural insurance, but faces with increasing fiscal spending pressure and low transfer efficiency. The paper summarized the American experiences, offering references for improving on China＇ s agricultural insurance subsidy system.
