摘要
本文采用美国政策学家约翰·W·金登的多源流分析框架,对教师教育协同创新政策议程确立机理进行分析。教师教育系统源流床中,问题流由教师教育培养质量、培训效果、资源整合等突出问题汇聚而成,政策流是问题解决办法长期酝酿发酵后指向协同创新的政策诉求集合,政治流则由教育发展规划纲要发布等宏观政治气候和环境构成。在政策之窗对三者的耦合作用下,源流结合,教师教育协同创新政策议程得以确立。
In this paper,the establishment mechanism of the collaborative innovation policy agenda of teachers education is analyzed by using John W·Kingdon's multiple-stream analysis framework. In the teacher education system,the problem stream consists of teacher education's training quality,training effect,resource integration and so on; the policy stream is a collection of policy demands which point to the collaborative innovations after a long-term practice of the solution to the problem; the political stream is composed of macro political climate and environment,such as Education Development Program's release. Under the influence of policy window among the three streams,teacher education collaborative innovation policy agenda has been established with the combination of source and streams.
