知识产权保护影响企业研发绩效吗——基于微观数据的实证分析

Does Intellectual Property Protection Affect the Output Efficiency of Corporate R&D——An Empirical Analysis from Microdata

完善的知识产权保护政策是企业研发投入能够提升企业绩效的制度基础。基于1998-2009年中国大样本微观企业与地区知识产权保护力度的匹配数据库,本文考察了知识产权保护对于企业研发绩效的影响。研究表明,知识产权保护水平的提高将显著提升研发投入向企业绩效的转化效率。同时,从行业角度来看,由于行业的进入和模仿成本较低,知识产权保护的正向调节作用更多地体现在劳动密集型行业和资本密集型行业中,而在技术密集型行业反而不太明显。最后,在所有制层面,相比于具有较强行政色彩的国有企业和集体企业,知识产权保护对于研发绩效的调节作用在私营企业、外资企业以及混合所有制企业中有更为显著的影响。本文的结论对于完善中国未来知识产权政策具有重要的意义。

Perfect intellectual property protection policy is the institutional basis for the improvement of enterprise performance with corporate RD input. Based on the matching database of large sample micro enterprises and local intellectual property protection in China from 1997 to 2009,this article inspects the influence of intellectual property protection on output efficiency of corporate RD. Research shows that the improvement of intellectual property protection level would significantly promote the conversion efficiency of RD input to corporate performance. Meanwhile,from industry perspective,due to the lower cost of industry entry and imitation,the positive moderating role of intellectual property protection is most visible in labor- intensive industry and capital- intensive industry,but not technology- intensive industry. Finally,in the ownership level,the moderating effect of intellectual property protection on RD performance is significant in private enterprises,foreign- owned enterprises and mixed ownership enterprises. But for state- owned enterprises and collective enterprises,due to some degree of monopoly power,the role of intellectual property protection is not highlighted. The conclusion from this article has vital significance for the perfection of China＇s future intellectual property policy.
