基层协商民主是社会主义民主政治的重要内容。党中央对基层协商民主高度重视,基层协商民主在顶层设计、协商内容、协商形式、协商途径等方面都取得了可喜成就,但基层协商民主在实际运作中还存在诸多困境和问题,应在形成协商民主共识,明确基层协商民主的法律定位;提高协商民主意识,保障基层群众平等参与协商民主;完善协商制度机制,保障基层协商民主有序进行;培育协商民主文化,构建基层协商民主良好氛围等方面努力,进一步完善和发展基层协商民主。

Deliberative Democracy on primary level is an important part of socialist democratic politics, which is attached great importance by CPC Central Committee. Although gratifying achievements has been made in top-level design, consultation contents, consultation forms, consultation approaches and other aspects, there are still many difficulties and problems in the actual operation. To improve the development of grassroots deliberative democracy, the authority should make efforts to form agreed consensus and a clear legal status of grassroots deliberative democracy, raise awareness of deliberative democracy to guarantee the equal participation of the grassroots, improve consultation system mechanism to ensure orderly conduct, and foster culture of deliberative democracy to build a good atmosphere.
