知识创新驱动经济发展方式转变的机理

Mechanism of the Changing of Economic Development Mode based on Knowledge Innovation

我国正处于经济发展方式转变的重要阶段,创新驱动发展是核心环节。文章基于知识创新影响企业生产函数的微观机制,研究知识创新驱动经济发展方式转变的作用机理。知识创新通过对经营管理状况、劳动力素质和技术水平层次三方面的作用影响企业生产函数,增强了企业的核心竞争力,进而增强产业、区域乃至国家的竞争优势,最终促进经济发展方式的转变,这一作用的发挥受到知识本身的特性、组织内部因素及外部创新环境等因素的影响。知识创新驱动经济发展方式转变的政策措施包括:将知识创新工作重点从应用研究向基础研究转型,将创新激励政策结构从供给促进向需求促进转变;发挥政府行政职能,组织关键共性技术攻关;健全知识产权制度,改善人才培养引进机制。

China is in a crucial period of transformation of the mode of economic development, innovation-driven development is a core part of it. This paper studied the mechanism of knowledge innovation to promote transformation of the mode of economic development based on the micro mechanism how knowledge innovation influences enterprise production. We found knowledge innovation influences the production function through the effect on the management level, labor quality and technical level, enhance the core competitiveness of enterprises, industry, region and nation, and ultimately promote the transformation of economic development mode.The factors which influence this effect are characteristics of knowledge, internal organization factors and external innovation environment. The relevant policies and measures are： changing key knowledge innovation from application research to basic research, changing policy structure of innovation incentive from supply driving to demand driving, playing the government administrative function to organize the key generic technology research, establishing system of intellectual property rights and improving the cultivation of talents introduction mechanism.
