治理视阈下中国行业协会商会之功能研究

Research on the Function of Civil Local Federation of Industry and Commerce in China under the Perspective of Governance

行业协会商会的发展是市场经济走向成熟的标志,也是政府简政放权、治道模式变革与社会关系深调的必然产物。作为弥补政府和市场失灵的重要力量,行业协会商会在构建新型社会结构关系、推动市场经济发展以及促进政府职能转变过程中均发挥着独特的作用。但目前我国对行业协会商会角色定位和职能内容尚缺乏深入研究和科学界定。为此,文章依据我国行业协会商会的生成路径和现实形态,对其共有的非政府性、中介性、互益性、会员性、自治性进行了总结和归纳,并厘清二者的区别,同时,结合我国治理体系现代化构建之要求,从经济职能、政治职能和社会职能等不同维度对行业协会商会提供服务、规范行为、反映诉求、自律协调等现实功能进行了细致梳理和整合,并对未来行业协会商会功能拓展、体制改革和制度安排等发展趋势进行了分析研判,从而为我国行业协会商会良性、健康和持续的发展提供理论支撑。

The development of the business association and chamber of commerce is not only a mark of the maturity of the market economy, but an outcome of government reform, governance pattern change and social relations deep adjustment. As an important power to making up for the government and the market failure, business association and chamber of commerce play an role in constructing a new social structure relations, the developing market economy and promoting the transformation of government function. But, at present, business association and chamber of commerce are still lack of in-depth research and scientifically defined in our country. So the article summarizes autonomy properties of non-governmental, intermediary, mutual benefit on the basis of the generating and realistic form of them, and Distinguishes between their two clearly, and then, based on combining the request of the modernization construction governance system in our country, from the economic function, political function and social function different dimensions,concluded the function such as to provide services、 standardize behavior and reflect the appeal, self-discipline and coordination and etc. at last, the article also analyzes and predicts the function of the future development,、 system reform and institution arrangement of business association and chamber of commerce so as to provide theoretical support on fine、 healthy and sustainable growth of business association chamber of commerce benign in our country.
