摘要 研究领导干部制度化管理事关我党长期执政方略和推进国家治理体系现代化,对进一步落实习总书记提出的"四个全面"战略布局意义重大。领导干部管理制度化应根据制度化的要求和干部管理的需求,按照纵向与横向两个方向的八个维度进行矩阵式固化,即从制度化的四个纵向维度(SPRC):结构、程序、法规与文化,以及干部管理的四个横向维度(TAPS):培训、考评、选用和监督着手,对目前中国特色的干部制度进行分析梳理,从而助推形成结构合理、程序公正、管理合规、风清气正的干部制度化管理体系。 The institutionalized management of leading cadres serves as an important issue concerning the Party's governing strategy, the modernization of national governance system and the implementation of "Four Comprehensives" strategic layout proposed by General Secretary Xi. Being responsive to the requirement of managing cadres, the institutionalized management should focus on four major aspects of institutionalization, including structure, procedure, regulations and culture(SPRC). In addition, some important aspects in cadre management such as training, evaluation, selection and supervision(TAPS)should also be included. An analysis of the current cadre system helps to form a systematic management of leading cadres characterized by justice, righteousness and clear structure.
