西藏矿业开发面临两难悖论,即经济发展需求与生态环境保护的矛盾,"战略资源储备基地"的定位似乎暗喻了这种悖论。限制开发和开发不当是当前西藏矿业开发的重要特征。以科学发展观统领、以生态文明理念引导、以新型工业化道路规制西藏矿业的发展方向,是这一悖论的破解路径。必须走出一条具有"中国特色、西藏特点"的绿色矿业开发道路。

Tibet＇s mining exploitation is faced with a difficult choice,that is,the paradox between economic development needs and ecological environment protection. It seems that the orientation of＂reserve base of strategic resource＂indicates this paradox. Restricted development and improper development is important feature of Tibet＇s mining exploit at present. The commanding of the concept of scientific development,the guide of ecological civilization and regulation of new Industrialization are break path to this paradox.It must walk out a green development road of mining which has ＂Chinese characteristics and Tibet feature＂.
