On Organization of Administrative Power List

行政权力清单制度,从依法治国的角度看,是对政府及其职能部门法定权力的梳理,使职权法定原则落到实处,使行政权力公开运行。行政权力清单所涵盖的范围就是行政权力的合法行使范围,清单以外就是行政权力不能随意进入的范围。文章就行政权力清单编制过程中可能遇到的问题进行分析并提出相关建议,以期对行政权力清单编制工作有所裨益。

Administrative power list system,from the perspective of the rule of law,is pectination of the legal authority of government and its functional departments,which can make the legal principle of authority to be implemented and administrative power public opened. The range of administrative power list is that of the legitimate exercise of administrative power,out of which administrative power cannot be applied. In this paper,the authors analyze the problems in the organization of administrative power list and put forward corresponding suggestions in order to provide some help.
