摘要
中国企业、资本、技术走出去迫切需要中国标准先行,而相关的语言服务相对滞后。日、韩、德等国的标准英文版率均达到40%以上,而我国尚还不足5%。在中国标准国际化过程中,呼吁要大批量翻译中国标准英文版、积极参与国际标准化活动,其中核心都是语言服务问题。本文提出,要实施中国标准"走出去"战略,至少需要分四步来完成:第一,加强基础中英文语言基础教育与标准化知识教育;第二,培养标准国际化职业人才,构建双语标准平行语料库与智能云翻译平台;第三,翻译中国标准英文版,参与国际化工作,设立中国标准化驻外机构;第四,在国际项目中采用中国标准,将中国标准转化为国际标准。
Chinese standards are needed for China to globalize its enterprises, capitals and technologies. However, the language services relatively lag behind. Less than 5% of national standards have been translated and published in English language in China, in comparison with over 40% in Japan, South Korea and Germany. In the process of internationalization of Chinese standards, a large number of Chinese standards need English translation up to international quality. Chinese practitioners should participate in more international standardization events. To meet this end, the key is language service. It's proposed in this paper that the following steps are taken in the language service plan for implementing "going out" strategy of Chinese standards: 1) improve the basic Chinese and English language education, as well as standardization knowledge publicity; 2) cultivate high-quality standard internationalization professionals, and build an authoritative Chinese-English standard corpus and smart standardization cloud translation platform; 3) increase input and research capacity for English translation of Chinese standards, actively participate global events for international standardization and set up Chinese standardization branches in foreign countries; 4) apply Chinese standards in international projects, thus converting Chinese standards into international standards.
