摘要
本文基于三次全国经济普查数据,选取人均R&D人员全时当量新产品销售收入、人均R&D人员全时当量专利申请数、每万元R&D内部支出经费的新产品销售收入、每万元R&D内部支出经费的专利申请数四个指标,使用纵横向拉开档次法对四大地区和31省市规模以上工业企业的R&D投入绩效进行研究。结果表明:2013年,四大地区R&D投入绩效由高到低分别是东部、中部、西部、东北;31省市R&D投入绩效较高的有安徽等地、较低的有吉林等地,其余省市居中。2004—2013年,北京等地的R&D投入绩效总体增长较快,广东等地总体下降较快,其余省市总体变化平稳。
The paper is based on the data from the three China's Economic Census. It chooses four indicators of average R&D personnel full-time equivalent new product sales income, average R&D personnel full-time equivalent patent application, average new product sales income of ten thousand R&D internal expenditures, average patent application of ten thousand R&D internal expenditures. It uses the "Vertical and Horizontal" scatter degree method to study the R&D input performance of China's four big areas and 31 provinces in- dustrial enterprises above designated size. The results show that in 2013, the four areas R&D input performance from high to low respec- tively is the eastern area, the central area, the western area, and the northeast area. In 2013, R&D input performances of Anhui, Zhejing, Chongqing, Beijing and Shanghai were higher; Jilin, Heilongjiang, Xizang, Inner Mongolia and Qinghai among 31 prov- inces were lower; that of other provinces was medium. From 2004 to 2013, the R&D input performance of Beijing, Gansu, Ningxia, Anhui, Jiangxi, Liaoning, Zhejiang, Hubei, Sichuan and Xinjiang overall grew faster; Guangdong, TianJin, Hainan, Fujian, Ji-lin, Shandong, Inner Mongolia and Xizang overall fell faster; other provinces overall varied steady.
