成因、策略与理论取向:农村征地冲突问题研究述评

A Review of Researches on Rural Land Acquisition Conflicts: Causes,Strategies,and Theoretical Orientation

本文基于成因、对抗策略与理论取向三条线索对近年来有关农村征地冲突的研究进行梳理和评述。分析发现,关于农村征地冲突的成因,已有研究主要在社会变迁的背景下采取"结构—制度"的研究框架,关注事件过程的发生机制。在征地冲突的对抗策略方面,学者们概括出一系列"以……抗争"家族式的对抗武器。在研究的理论取向上,现有研究主要表现为从农民权利的被侵害看土地征收制度的变革及农民权利的维护,从农民抗争策略看农民抗争意识的变化,以及从农民利益表达困境看政府"维稳"的变化。

This paper reviews the researches on land acquisition from three aspects: 'causes and content'; 'strategies and tactics'; and 'value and implication'. First,with regard to the causes of conflicts in land acquisition,whilst most of recent researches have focused on the occurring mechanism in the process of the conflicts,such as consciousness,emotion and the culture of the farmers' fighting,little attention is paid to class. Second,in view of strategies of the conflicts in land acquisition,scholars have found that there are a series of family style fighting weapons,in the form of 'fighting with … '. Third,in respect of theoretical approaches,most of them shed light on the protection of farmers' rights and the institutional transformation of land acquisition from the perspective of the infringement of farmers' rights. Others were on the change of farmers' battle of consciousness from their defense strategies,and on the change of government's job in the 'maintenance of stability ' with reference to the expressive dilemma of farmers' rights.
