信息产业发展与政策执行评价——基于广东部分地区3G&4G产业的调查

The Information Industrial Development and Evaluation of Policy Implementation:Survey to the Industry of 3G & 4G in Some Areas of Guangdong

作为新一代信息技术产业的重要组成部分,3G与4G产业在发展之初便与科技创新和产业政策密切相关。文章通过对广东省部分地区3G与4G产业的调查和研究发现:目前3G与4G产业发展速度快,用户普及率高,但是城乡发展不均衡,突出表现在城镇和乡村地区的网络覆盖不平衡。进一步对产业政策执行情况进行抽样调查研究,发现政策推广力度较大,但是推广效果不理想,基础配套服务不均衡。用户满意度调查结果显示网络资费和覆盖范围满意度较低,但是总体满意度均高于2G。最后,从基础设施建设、市场竞争和宣传方式等方面提出有关政策建议。

As the important part of the new generation of information technology industry, the industry of 3G ＆4G are closely related to science and technology innovation and industrial policy at the beginning of development. Through the study of the industry of 3G＆4G in some areas of Guangdong, the paper analyzes that the industry development is in an unbalanced situation between urban and rural areas, although the industry develops fast and the penetration rate is high, and the imbalance of network coverage is particularly prominent. Through the further sampling investigation of the implementation of industrial policy, we find that the promotion efforts is big, but the effect is not ideal and the basic supporting service is not balanced. In addition, the results of user satisfaction survey show that the satisfaction degree of network tariff and coverage is lower, but the overall satisfaction is higher than the 2G. Finally, the paper puts forward relevant policy recommendations from the aspects of infrastructure construction, market competition and propaganda methods
