土地经营权流转实施条件分析

自实施家庭联产承包责任制以来,我国农业生产力得到了极大的释放。但一家一户分散的农业生产经营方式与以集约化、机械化、精细化为特征的现代农业生产发展趋势之间的矛盾也日益尖锐,造成农业生产效率低下,以及耕地和劳动力的双重浪费。实施农村土地经营权流转是促进农业生产进一步发展、提高农业生产效率的一个有效途径。从"三农"的视角考察,我国实施土地经营权流转既具备了有利的客观条件,也存在一定的现实差距,需要采取有效的政策措施,以推动土地经营权流转工作健康、有序开展。

Since the implementation of the household contract responsibility system, the agricultural productivity has been greatly improved. But the contradiction between dispersed agricultural production operation pattern and modern intensified agricultural production mode with characteristics of mechanization and refinement is increasingly sharp, resulting in low efficiency of agricultural production and double waste of arable land and labor. The implementation of transfer of rural land management right is an effective way to promote the development of agricultural production and improve the agricultural production efficiency. There are some favorable objective conditions for the transfer from the angle of three dimensional rural issues, but some real problems can not be ignored either. Therefore, the effective measures should be taken to promote the orderly and sound implementation of land management right in China.
