Study on the Legislation Practices and Characteristics of Privacy Protection in Archives Publicity in European Union Countries

摘要档案开放利用中的隐私保护不仅是档案工作的内在要求,同时也是时代发展的客观需要。瑞典、德国、英国、法国作为典型的欧盟国家,隐私保护工作开展得较早,立法经验较为丰富,在档案开放利用中隐私保护问题上进行了长期的立法尝试并呈现出多样化特征。其以隐私保护具体原则为突破、以隐私保护各方主体为核心、以隐私利益与公共利益关系协调为导向、以隐私保护专属机构为平台的立法特点十分具有借鉴意义。 Privacy protection in archives opening and utilization is both an internal and external demand to archives work. As typical European Union countries,Sweden,Germany,Britain and France have a wealth of experience in such privacy protection legislation. And the legislation practice focuses on particular protection principles, main protection objects,the coordination of private and public interests,and the exclusive data protection agencies are of great reference significance.
