摘要
目的分析迁安市乡村医生队伍发展困境,并提出相应的建议,以提高乡村医生公共卫生服务质量,为卫生行政部门制定相关政策提供参考依据。方法随机抽取迁安市3个乡镇的71名乡村医生作为研究对象,并对该人群进行问卷调查,对随机抽取的20名乡村医生进行深入访谈。结果迁安市乡村医生队伍经过定期的在岗培训,整体医疗水平得到提高,但仍存在老龄化严重、补贴不到位、收入较低和养老保障机制尚未落实等问题。结论针对以上问题,建议当地政府建立乡村医生退休机制,提高整体素质;完善新农合拨付制度,加强监管;逐步建立乡村医生养老保险体系,建立养老保障制度。
OBJECTIVEIn order to improve the quality of village doctors and public health services and provide the references forthe relevant policies formulated by the health administration departments, analyze the difficult position of the village doctor team andthe countermeasures. METHODS 71 cases of village doctors were selected randomly from 3 townships of Qianan as the object ofstudy, and surveyed with questionnaires and the in-depth interviews of individual doctors in rural areas. RESULTS After the regularon-the-job training, the overall level of medical treatment of village doctors in Qianan were improved, but there were still some prob-lems like serious aging, insufficient subsidy, low incomes and the old-age security system were not implemented. CONCLUSION Ac-cording to the above questions, it suggested that the local government should establish retirement system of rural doctors, improveoverall quality, improve the fund system for the new rural cooperative medical system, strengthen supervision, set up the endowmentinsurance system and the old-age security system for village doctors.
