从云南《官报》和《公报》看近代档案的公布

清末民初云南先后创办的《官报》和《公报》开创了近代档案文件汇编公布的新局面。它改变了古代以邮驿传递公文的传统方式,代之以近代更为高效、便捷、公开的官方信息传播媒介——报刊。从政务信息公开的意义上看,《官报》和《公报》既是一种全新的公文下达方式,也是一种有效的档案汇编公布手段,具有法令文件和档案公布的双重性质,起到了信息传播、宣传说服与政治教化的多重功效。

In the late Qing Dynasty and early Republic of China,Yunnan had established the Gazette and Bulletin to create a new situation of modern archival compilation and publication.It had changed the ancient traditional way to transmit official documents by the post,replaced in more efficient,convenient, public modern official information communication media--the press.In the light of significance of the gov- ernment information publicity,gazette and bulletin is a new official document issuing way,and is an effec- tive means of archival compilation and publication with dual nature of the legal documents and archival publication,had played a multiple effect of the information communication,propaganda persuasion and politi- cal enlightenment.
