从环境角度解读疏解北京非首都功能的重要性

Understanding the Importance of Ease Beijing Non-capital Function from an Environmental Point of View

《京津冀协同发展规划纲要》明确了京津冀一体化中三省市的定位,把"疏解北京非首都功能"作为发展规划的核心工作。环境污染是京津冀地区面临十分严峻的问题,国家对京津冀地区的环境要求标准也相对最高。因此,在理解北京的非首都功能内涵之后,从环境的角度看,"疏解北京非首都功能"此举的意义在何处,值得进行深入思考。在实施疏解过程中,应加强京津冀区域内的环境保护联动,把生态环境质量改善作为重点,严格控制环境污染的存量和流量,不对河北省增加新的污染物排放,实现京津冀地区的可持续的互利发展。

On April 30, 2015, ＂Beijing, Tianjin, Hebei Cooperative Development Plan＂ clearly clarified the posi- tion of the three province in the process of integration, and underlined the ＂ease Beijing non-capital function＂ as a core development planning. Beijing, Tianjin and Hebei are facing a very serious environmental pollution problem, three regions have relatively highest standards required ~ Therefore, after understanding the connotation of Beijing~ non-capital function, from an environmental perspective, what is the significance of ＂ease Beijing non-capital func- tion＂ of the move, worth pondering deeply. In the implementation process, the government should strengthen envi- ronmental protection link between the region of Beijing and Tianjin, consider the ecological environment as the fo- cus of quality improvement, strict control of stocks and flows of environmental pollution and not add new pollutants in Hebei. Finally, it can achieve sustainable and mutually beneficial development in all the regions.
